Seminar presented by Dennis Marsh supervisor of the Commonwealth of Pennsylvania's New Hire Reporting Program

Dennis Marsh supervises the Commonwealth of Pennsylvania's New Hire Reporting Program within the Department of Labor & Industry, as a Workforce Partner Agency (WPA) within the Commonwealth Workforce Development System (CWDS). 

Some topics that will be discussed during the seminar will be: 
A brief history of child support enforcement—its purpose (to alleviate childhood poverty), by having the noncustodial parent provide support to their dependent children, through wage garnishment

• Some summary statistics on children receiving support, in Pennsylvania and nationally
• How new hire reporting relates to this, how noncustodial parents who owe child support are found, and allowed uses of the new hire data in Pennsylvania
• The role employers have in the child support enforcement process, and how employers report their new hire data to the Program
• Details on new hire reporting  methods allowed by law and preferred by the Program
• The results of new hire reporting—for both children (child support collections data), and employers (fraud detection and recovery in unemployment compensation and workers compensation programs)
